Helena-West Helena Council will look at new proposal for Harbor Tax

The Helena-West Helena City Council will look at a new proposal for the upcoming “Harbor Tax” at their June 2 meeting.  Thursday, Council member Jay Hollowell asked that the new interlocal Agreement and joining ordinance be put on the agenda for the council to consider. 
According to the documents, the smaller cities, Elaine, Lake View, Marvell and Lexa, will get five percent off the top, and the remaining 95 percent will be distributed according to population to Phillips County and the five incorporated cities in the county. 
The Phillips County Helena-West Helena Port Authority will receive funds from Helena-West Helena and the county.
The agreement calls for Helena-West Helena to contribute 0.143 percent of their proceeds from the one percent tax to the port “for the purposes of securing and developing port facilities, developing the industrial park, securing and developing industries, securing jobs, and other related purposes.” 
The county will contribute 0.056 percent of their proceeds of the tax to the PA for the same purposes as the city. 
The Phillips County Quorum Court passed an ordinance that cut out the PA. The city rejected it and the issue has been addressed at several meetings in the county and city.
