A 22-year-old man was pronounced dead after being shot Thursday afternoon, according to Helena-West Helena Police Chief James Smith. Two are in custody, while one suspect is still on the run.

HWH Police Officers responded to a shooting call at 2:30 p.m. at the corner of Elm and Franklin, where they found Dominic Otey unresponsive in the middle of the street. Witnesses say a fight broke out in the area, one of the suspects pulled out a weapon and opened fire. Video, shot by a civilian, shows a group of people trying to revive the victim. Otey was taken to Helena Regional Medical Center where he was pronounced dead.

A release from the police department stated the shooter fled the scene in a dark-colored SUV. Authorities identified four suspects in this case: Devonta Higgins, Tommy Higgins, Diamond Higgins and a juvenile.

Devonta Higgins remains in custody. Diamond Higgins was released, though the chief says charges against her may be coming. The juvenile was questioned and released. Tommy Higgins remains at large.

Friday, authorities issued a nationwide “be on the lookout” alert for Tommy Higgins. The police chief says they are concerned he could go to Alabama or Tennessee where he has relatives.

Authorities located the car he and his accused accomplices were driving at his mother’s house.
