  • Party gets out of hand at PCDC

  • Five men were arrested during a party at the Phillips County Development Center that got out of hand on Nov. 9.
    According to Officer Phillip Keys' narrative, he was dispatched to the center regarding a disturbance at a party. When the officer arrived he noted that 15 people were involved in an altercation. Keys reported that he identified himself as a police officer and verbally ordered the crowd to disperse.

According to Officer Phillip Keys' narrative, he was dispatched to the center regarding a disturbance at a party. When the officer arrived he noted that 15 people were involved in an altercation. Keys reported that he identified himself as a police officer and verbally ordered the crowd to disperse. The report stated the group continued to fight. The crowd began to slowly disperse after Keys deployed OC spray but several continued to fight. In his report, Keys commented that he didn't want to get in the middle of such a large fight being the only officer that had arrived at the scene. He then reported that he called for backup. During the mêlée, the report states that one man fell to the ground and few others began stomping him. Keys reported that he had to intervene alone until help arrived. Keys OC sprayed Norvellus Williams, Jeremy Duncan, Joseph Womack and Terrence Daniels, who were in one group fighting. The suspects were handcuffed and placed in patrol units as they arrived. Keys continued in his report that he sprayed Sedrick Green, who was chasing a man and punching him in the back of the head. Green also was placed in custody. The report ads that several others involved in the fight fled the scene when the patrol units began to arrive on the scene. Keys added there would be affidavits filed for other individuals that he reports he can identify. While placing the suspects in the patrol cars, Keys reported that the crowd rushed the officers screaming obscenities. En route to the fire department Green reportedly kicked a window out of Patrol Unit 20. All five of the suspects were transported to the fire station for decontamination and then processed at the Helena-West Helena Police Department. Keys noted in his report that the PCDC is a school used to house children during the daytime.
