The Helena-West Helena Golf Association continued its presentation regarding the operation of the Municipal Golf Course. The not-for-profit corporation, the Helena-West Helena Public Golf Course Inc., would operate the gulf course for the benefit of the general public and the city.
According to the proposed agreement, H-WHPGC would assume responsibilities for the day-to-day operation of the Municipal Golf Course as currently leased by the city, maintain all golf course grounds, keep up related equipment and make minor repairs to the buildings. The H-WHPGC would be responsible for paying all future utilities including electric, water, and telephone as well as collect all green fees, tournament revenue and related income generated from the course.
“We would also furnish all fuels for all equipment used to maintain the grounds and water as well,” said Dale Chisnall HWHPGC chairman.
The agreement also states that H-WHPGC would assume responsibilities for the accounts receivables and future payables associated with normal operation. “We would rely on volunteers in maintaining the operations except for the manager during the next 24 months,” added Chisnall.
According to the agreement, the city would only be responsible for the continued salary and benefits for the manager of the pro shop for 24 months, pay all existing obligations for operations of the course up to the date of the agreement and agree to “lease/purchase” for $150 per month the golf course equipment that is currently at the course.
“The equipment would then belong to the Helena-West Helena Public Golf Course after 48 months of payments received,” commented Chisnall.
Chisnall added that most of the equipment is mainly golf course equipment and has already been repaired.
Councilman John Huff questioned how the lease/purchase be requested for 48 months and then a pro shop manager for 24 months when the city only recognized a two-year agreement. Alderman Don Etherly, serving as mayor pro tempore for the session, noted that there was no term outlined on how long the agreement would last and requested amendments be made.
Councilman Jay Hollowell asked that the amendment be changed to 24 months at which time a protectoral incentive within the contract would be implemented giving H-WHPGC the first right to their continued operation of the course.
“That would make the agreement for 24 months and still put the life of the rental agreement at 48 months at which time as long as the operations were rolled over with this organization the equipment would be paid for and become their property,” commented Hollowell.
Etherly requested that the language of the agreement also include something that will protect the city, defining what the city's rights are.
The council requested that the agreement be amended to the language discussed and called for a called meeting with Mayor Arnell Willis.
