  • Scott Shirey, executive director of KIPP Delta Public Schools, announced at Tuesday's city council meeting that KIPP is applying for a grant from the USDA to repair or replace the roof on the Malco Theater on Cherry Street. Shirey requested that the council adopt a resolution showing their support of the project. “The roof on the Malco needs to be restored and basically the original roof had some leaks that were covered by a secondary roof. That secondary roof presented leaks that were then covered by a third roof,” said Shirey. According to Shirey, architects Tommy Jamison, who did the original restoration, looked at the damage and proposed an estimate of $118,000 to fix the roof properly. “We were able to write a grant from the Department of Heritage which provided us with $30,000 and another $40,000 has been raised,” commented Shirey. According to Shirey, KIPP has applied for a grant from the USDA rural development out of Forrest City and because of the economics in the area they will grant up to 35 percent of the total project cost. “Roughly, the $118,000 project will be covered by the $70,000 plus the additional $41,000 to $42,000 granting us a total of $112,000 to move this project forward,” explained Shirey. Shirey added that the additional $6,000 needed for the project is projected to come from KIPP's operating expense. Shirey said that because KIPP doesn't own the property, they have to request a resolution from the city to execute the project. Shirey presented the grant application from the USDA in which Mayor (Arnell) Willis would have to sign off on it and then the passing of the resolution requested would provide support from the city for KIPP to turn in the grant. The city council approved the resolution authorizing and providing for the acceptance of a USDA Rural Development Community Facility grant.
