District Attorney Fletcher Long filed criminal charges against Helena-West Helena Treasurer Michael Boone in Phillips County Circuit Court Thursday charging him with malfeasance for failure to abide by the Arkansas Municipal Accounting Law during 2007-2009 and calling for his removal from office.

 

District Attorney Fletcher Long filed criminal charges against Helena-West Helena Treasurer Michael Boone in Phillips County Circuit Court Thursday charging him with malfeasance for failure to abide by the Arkansas Municipal Accounting Law during 2007-2009 and calling for his removal from office.
  Long also filed civil charges Thursday against Boone along with several elected officials and H-WH employees for receiving improper disbursement of expenses.
 Boone and his attorney will appear before Circuit Judge Richard Proctor in the criminal case. Boone and the other defendants will appear before Circuit Judge Olly Neal for the civil charges. The dates for those court appearances have not been set.
   Regarding the criminal case, Boone is charged with “unlawfully failing to keep the records and documents required by the Arkansas Municipal Accounting Law” and specifically, but without limitation, that he did not “maintain receipts, cash receipts, journals for municipalities, cash disbursement journals for municipalities” that he was required to keep.
   Long said Boone “unlawfully did not provide the bank reconciliations” as required during 2007-2009.
   If convicted, Boone could face a fine of not less than $100 or more than $1,000 and be subject to removal from office. Boone was elected treasurer in 2006 and took office in 2007. At this writing, Boone faces re-election in the Nov. 2 general election.
   In the civil case, Boone was charged with unlawful disbursements of expenses dating back to 2007 and through 2009.
   Those who received the improper disbursements were: Mayor James Valley, former H-WH Police Chief Vincent Bell, Brian Holloway, Victor Jordan, Joyce Keaton, Bennie Phillips, Jeremy Powell, Assistant Police Chief Ronald Scott, Miguel Cesarez, Christopher Clash, Delena Henderson, Chanta Mansfield, Christopher Miller, Terry Newsom, Robert Rogers, Michael Thomas, Carl Vann and Alphonso Jones.
   For 2007, Mayor Valley had a balance of $11,076.27. The court document stated that Valley had posted an insufficient fund check for $2,390. The balance from 2007 was $4,513.63.
   Others during 2007 were: Boone, $272.44; Jordan, $547.57; Keaton, $100; Phillips, $225; Powell, $65.97, and Scott, $181.33.
   For the year 2008, Mayor Valley had a balance due of $6,966.10. Others were: Bell, $89.27; Boone, $862.24; Cesarez, $75; Clash, $75; Henderson, $65; Holloway, $75; Mansfield, $2,415.87; Miller, $52.30; Newsom, $41.40; Powell, $1,259.11; Scott, $3,623.53; Rogers, $175; Thomas, $175 and Van, $125.
  For the year 2009: Boone, $743.45, Jones and $236.69.
